The Ministry of Education, with the main axis of "connecting locally, aligning internationally, and facing the future," and the vision of "Enhancing the quality of universities and encouraging its multi-faceted development, and cultivating high-quality talents for the new generation," has been promoting the Higher Education SPROUT Project since 2018. The project has a duration of 5 years and is currently in its second 5-year period.

To promote the second phase of the Higher Education SPROUT Project, National Pingtung University (NPTU) takes "The affairs of Pingtung County are the affairs of NPTU" as its mission, making NPTU a Total Solution for Pingtung’s future development, playing the role of a local think tank, proposing that the university (U) links SDGs, deepens USR, develops local, rural, indigenous, new resident education, enhances the influence of world universities to promote sustainability (S). And improves institutional research, creates a friendly green energy and information security environment, enhances teaching and research capabilities, promotes school support, strengthens domestic and international enrollment to build resilience (R). At the same time, it cultivates 21st century professionals, promotes EMI courses, implements flexible academic systems, develops domestic and international cooperation to face the future (F). Based on the above, NPTU has set its school development purpose as "From UGSI to USRF", with the goal of "Based in Southern Taiwan and moving towards the world", combining NPTU’s school development to jointly promote the Higher Education SPROUT Project.
